Heather Graham has never run for office for personal gain. Unlike career politicians, she does not pursue power for herself - she pursues results for Pueblo.
Labeling her a “politician” is a deliberate attempt to mischaracterize her record and mislead voters.
Pueblo Has Benefited From Her Leadership
Under Heather Graham’s leadership, Pueblo has seen tangible improvements and progress that previous city managers, acting at the will of an often-unethical city council, failed to deliver. Her initiatives have strengthened public safety, improved city services, and worked to bring positive change to our communities.
The Ethics of Those Pushing 2C
It’s worth noting that those backing 2C - claiming the need for a city manager - are the same individuals who lost the two previous mayoral elections. Coincidentally, there are ethics complaints against two different city council members. This pattern raises serious questions about motives: are they truly advocating for Pueblo, or are they attempting to regain influence through a system that bypasses a strong mayor?
Why a City Manager is Not the Solution
A city manager may appear neutral, but in reality, they serve at the whim of the city council - the very body currently embroiled in ethical controversies. Replacing Heather Graham with a city manager would weaken accountability and hand more power to the same council members whose behavior has prompted complaints and public distrust.
